The Spillville City Council held a regular meeting at the Spillville City Hall at 6:00 PM. on Tuesday,
May 6, 2025. Mayor Wermers called the meeting to order at 6:03 PM with the following councilmen present Kelsay, Straube, Schmitt, and Backes, absent: John Taylor, and Joe Honings and Greg Brennon from Iowa Geological Survey and Matt Frana from FPAC-NRCS were present.
Motion by Kelsay, second by Schmitt to approve the consent agenda. Voice vote, Ayes; unanimous, Nayes; none, Abstained: Straube. Motion carried.
Joe Honings and Greg Brennon from Iowa Geological Survey and Matt Frana from FPAC-NRCS were here to discuss findings and recommendations on Well 1.
Matt Frana presented on purchasing nitrate and chlorine testers along with doing an algae test. Larry Phillips and Matt Frana will work together on what we need. This will be reimbursed through the grant.
Motion by Backes, second by Kelsay to approve the Billy Clocks Rain Garden Project with funding from the RC&D and Winneshiek County Soil & Water Conservation District. Voice vote, Ayes; unanimous, Nayes; none. Motion carried.
The Council discussed the new security system at the Bily Clocks and grant check from Depot Outlet to put towards the project.
The mayor updated the Council on the Water Project and the Precontractor’s Meeting held today.
The council discussed employee wages and will approve at the next Council Meeting.
Motion by Schmitt, second by Reed to approve payment for fireworks for Spillville 4th of July Celebration with request for past balance sheets and an invitation to meetings in the future. Roll call vote, Schmitt, Kelsay, and Backes, unanimous, Nayes; none; Abstained; Straube. Motion carried.
Motion by Straube, and second by Schmitt to approved the Spillville Fireworks Permit with South Winn Area Community Group for July 5, 2025 with rain dates for July 6 and July 7. Voice vote, Ayes; unanimous, Nayes; none. Motion carried.
Motion by Straube, second by Kelsay to approve Resolution 25-5-6 Approve Adoption of Comprehensive Solid Waste Reduction Program by Winneshiek County Solid Waste Agency. Roll call vote, Schmitt, Straube, Kelsay, and Backes, unanimous, Nayes; none. Motion carried.
Council discussed rental rates at campground and will table it until next meeting.
Motion by Backes, second by Schmitt to close the meeting and adjourn. Voice vote, Ayes; unanimous, Nayes; none. Motion carried. Meeting adjourned 7:50 pm
