December 5, 2023 Minutes

The Spillville City Council held the regular meeting at the Spillville City Hall at 6:00 PM. on Tuesday, December 5, 2023.  Mayor Straube called the meeting to order with the following councilmen present Backes, Kelsay, Taylor, Schmitt, and Wermers.

Consent Agenda: Motion by Taylor, second by Bakes to approve items as follows:

1. Approval of minutes of previous meetings
2. Approval of Claims
3. Finance Reports

Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.

Street Project:  Nick Rissman will be at the next meeting to discuss further the project plan.

Water Project: No update

Parking on Streets:  Motion by Schmitt, second by Taylor to approve the 1^st reading of the Parking Ordinance 3-3-46 Parking of Certain Motor Trucks, Campers, and Roll Offs Limited (Code of Iowa, Sec. 321.236[1]). Roll call vote:  Ayes, unanimous. Nays, none.  Motion Carried.

Annexation: No update

Flood Plain Ordinance: Tabled until next meeting.

2025 Budget: All councilmen were given copies of revenues & expenses for the last 3 years.

Bank Signatures Authorizations Resolution:  Motion by Kelsay, second by Backes to approve Resolution # 23-12-1 authorizing signatories for bank documents. Roll call vote:  Ayes, unanimous. Nays, none. Motion carried.

Bily Clocks Report: Received an updated on the HVAC project, the museum is still short $3,684 of the $37,650 project cost. The replacement and repairs will begin soon. Any donations to the project are still greatly appreciated.

Notice: Councilman Paul Wermers resigned his council position effective 12/31/2023. The council will appoint a replacement at the January meeting, anyone interested in the position should notify the clerk in writing before December 31, 2023.
