City of Spillville – Special Council Meeting Minutes

Call to Order: Mayor Wermers called the special council meeting to order at 6:00 PM.
Roll Call: Present: Council Members Kelsay, Backes, Schmitt, Straube, and Farwell.
Consent Agenda: Motion by Straube, seconded by Kelsey to approve the consent agenda.
Voice vote: Ayes – unanimous. Nayes – none. Motion carried.
Motion by Kelsay, seconded by Backes to open the public meeting.
Voice Vote: Ayes – unanimous; Nayes – none. Motion carried.
This being the date and time for a public hearing on the proposed Fiscal Year 2026 – 2027 City Budget, the public hearing was called to order by Mayor Wermers. A discussion was held. There were no written or oral objections or public comments.
Motion by Straube, seconded by Kelsey to close the public meeting.
Voice Vote: Ayes – unanimous; Nayes – none. Motion carried.
Motion by Straube, seconded by Backes to approve Resolution 26-4-3 Adoption of Budget and Certification of City Taxes for Fiscal Year 2026-2027.
Roll Call Vote – Schmitt, Kelsay, Straube, Farwell, and Backes; Ayes – unanimous; Nayes – none. Motion carried.
Motion by Straube, seconded by Kelsay to approve Resolution 26-4-4 Authorizing Wages for City Employees
Roll Call Vote – Schmitt, Kelsay, Straube, Farwell, and Backes; Ayes – unanimous; Nayes – none. Motion carried.
Motion by Straube, seconded by Kelsay to approve Resolution 26-4-5 Authorizing Wages for Bily Clocks Museum Staff
Roll Call Vote – Schmitt, Kelsay, Straube, Farwell, and Backes; Ayes – unanimous; Nayes – none. Motion carried.
Motion Kelsay, second by Straube to adjourn the meeting.
Voice vote: Ayes – Unanimous, Nayes – None. Motion carried.
