The Spillville City Council held the regular meeting at the Spillville City Hall at 6:00 PM. on Tuesday, December 3, 2024. Mayor Wermers called the meeting to order with the following councilmen present Kelsay, Taylor, Straube, Schmitt and Backes. Absent; none.
Motion by Kelsay, second by Straube to approve the minutes of the November meeting. Voice vote Ayes unanimous, Nayes none. Motion carried.
Motion by Kelsay, second by Straube to approve the claims. Voice vote: Ayes, unanimous. Nays, none. Motion Carried.
Motion by Straube, second by Taylor to approve the finance reports. Voice vote: Ayes, unanimous. Nays, none. Motion Carried.
Street project, Water project/Summers const update Move forward to approve lawyer’s letter.

2023 WATER SYSTEM IMPROVEMENTS PROJECT
UPDATE PUBLIC HEARING ANNOUNCEMENTS
- Funding of Project Activities and Sources of Funds. This project is funded in part by a Community Development Block Grant (CDBG) and DNR/SRF Funding. The city was awarded a 2023 CDBG for $500,000. To date, $48,522 of the CDBG allocation has been expended. There is a local obligation of $1,288,580 committed towards project costs. To date, $125,972 has been expended.
- Explain how the need for the activities was identified. The need for the Project is due to a need to comply with IDNR requirements for adequate water storage and to improve the overall water quality within the City of Spillville.
- Nature of and Status of Activities.
The nature of the project involves the construction of a new 100,000-gallon ground water storage tank and booster pump facility along with water main improvements along Main Street.
JB Holland Construction and Summers’ Enterprises are the contractors for the work on the project. Work on the project is approximately 10% complete.
There has been no change to the project beneficiaries as proposed in the request submitted to State for funding.
- Announce the estimated portion of funds that will benefit low-and-moderate income persons. The project will result in a citywide benefit and, based on the 2021-LMI survey, 74.01% of the residents living in the City who will be impacted by the project are of low-and-moderate income.
- Announce where the activities are being conducted. The project activities are taking place in the City of Spillville within the existing public right-of-way along Main Street for the water main improvements and on land owned by the City at the City’s public works facility.
- Announce plans to minimize displacement of persons and businesses resulting of funded activities. The project will not result in the displacement or relocation of any persons or businesses.
- Announce plans to assist persons actually displaced. Since this project will not result in the displacement or relocation of any persons or businesses, there are no plans being made to assist displaced persons.

Discussed adding an addition of a 200 S Main to N building and Having 210 S Main on S side of property.
Motion by Backes, second by Straube to approve the addition of a 200 South Main Street address. Voice vote: Ayes, Backes, Taylor, Straube and Schmitt. Nays, none. Kelsay abstained. Motion Carried.
Motion by Schmitt, second by Straube to adjourn. Voice vote: Ayes, unanimous. Nays, none. Motion Carried.
