The Spillville City Council held the regular meeting at the Spillville City Hall at 6:00 PM. on Tuesday, January 2, 2024. Mayor Wermers called the meeting to order with the following councilmen present Backes, Kelsay, Taylor, and Schmitt.
Consent Agenda: Motion by Backes, second by Schmitt to approve items as follows:

Street Project: Nick Rissman and Mike Weiss were here to further discuss the project plan.
Water Project: Met with Origin to review the plans
Parking on Streets: Motion by Taylor, second by Schmitt to approve the 2nd reading of the Parking Ordinance 3-3-46 Parking of Certain Motor Trucks, Campers, and Roll Offs Limited (Code of Iowa, Sec. 321.236[1]). Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.
Motion by Taylor, second by Backes to waive the 3rd reading of the Parking Ordinance 3-3-46. Roll call vote: Ayes, unanimous. Nays, none. Motion carried
Motion by Taylor, second by Backes to pass and adopt the Parking Ordinance 3-3-46. Roll call vote: Ayes, unanimous. Nays, none. Motion carried, the Ordinance was passed and adopted.

Floodplain Ordinance: Motion by Kelsay, second by Backes to approve the 1st reading of the Chapter 6 Floodplain Ordinance and open for Public Hearing at 7:00 pm. Roll call vote: Ayes, unanimous. Nays, none. Motion carried. Motion by Backes, second by Schmitt to close the Public Hearing at 7:01 pm. Roll call vote: Ayes, unanimous. Nays, none. Motion carried.
Motion by Taylor, second by Backes to waive the 2nd reading of the Floodplain Ordinance. Roll call vote: Ayes, unanimous. Nays, none. Motion carried. Motion by Backes, second by Taylor to waive the 3rd reading of the Floodplain Ordinance. Roll call vote: Ayes, unanimous. Nays, none. Motion carried.
Motion by Kelsay, second by Taylor to pass and adopt the Chapter 6 Floodplain Ordinance. Roll call vote: Ayes, unanimous. Nays, none. Motion carried, the Floodplain Ordinance was passed and adopted.
Support Request: Motion by Backes, second by Kelsay to pledge $150 to Winneshiek County Development & Tourism. Roll call vote: Ayes, unanimous. Nays, none. Motion carried. Helping Services and Northeast Iowa Community Action requests will be reviewed with the 2025 Budget.
2024 Committee Appointments: Tabled until special meeting on January 23, 2025.
Library Report: The Vendor Show raised over $1,000. The alarm system is now up and running. The main computer needs to be updated, application for a grant will be submitted. A request for an automatic door ADA door to replace the front door will be made to the supervisor. The Library Board approved their budget, a request of additional funding to their budget has been made.
Bily Clocks Report: A report summary was submitted. One of the bathrooms needs to be fixed as well as lettering on the front of the building.
Mayor’s Report: City Council seat will be appointed at the special meeting on January 23, 2024.
