Notice is hereby given that the City Council of Spillville, Iowa, held the regular meeting on Monday, June 17, 2024, at 6:00 p.m. at the Spillville City Hall. Mayor Wermers called the meeting to order with the following councilmen present: Backes, Kelsay, Schmitt, and Straube. Absent was Taylor.
Consent Agenda: Motion by Backes, seconded by Schmitt, to approve the consent agenda items. Upon discussion by Straube, the consent agenda items could not be approved due to being incomplete; motion by Backes was withdrawn.
Motion by Kelsay to approve only the last meeting minutes and current meeting agenda, seconded by Schmitt. No discussion. Voice vote: ayes unanimous, nays none, motion carried.
Permit Applications: Steve Kelsay submitted a building permit. Motioned by Straube, seconded by Backes. Discussion: detailed update from Kelsay on all activities and structures planned to be completed. Voice vote: ayes unanimous, nays none, abstained Kelsay. Motion carried.
City Clerk: Plan put in place to reach out to surrounding cities for assistance, and also reach out to the Iowa League of Cities to explore other options. Joane will help with some basics. Ads for the city clerk position have been run in Decorah and Calmar newspapers. Possible interviews on the 2nd or 3rd of July.
The acting city clerk will be Mayor Paul Wermers until an offer can be made for the position.

Storm Damage and Emergency Response: Special thanks to those who showed up at the city shop after a storm to help out; your efforts are appreciated. Winneshiek Emergency Management has been using a text message group with key individuals to communicate predicted situations and request assistance if needed.
Public Hearing: “Public hearing and additional action on the Water Revenue Loan and Disbursement Agreement. Resolution taking additional action on the proposal to enter into a Water Revenue Loan and Disbursement Agreement” was opened. Discussion: “The City Council met on the 17th, discussed the potential loan agreement, but then tabled further discussion until the July 8th meeting.”
It was moved by council member Kelsay and seconded by council member Straube to close the public hearing and that further consideration of the Water Revenue loan and Disbursement Agreement be adjourned to July 8th, 2024 at 6 pm at the city hall, Spillville, Iowa, at which time and place the City Council will meet to further consider such Water Revenue Loan and Disbursement Agreement.
Public Hearing was closed.
Spillville Fireworks Update: The city is donating funds. There was also discussion about events in the park, access to the park during events, and the return to taxpayers for funded events in the current situations of budget limits.
Library Basement Storage: Items that could be reused by South Winn. Parks and Rec. Darrel Schmitt will move forward to see if any items can be donated.
Street and Water: Request to be sent to Marc Ruden for a street project update.
Next City Council Meeting: Will be July 8th at 6:00 p.m. at City Hall. Motioned by Kelsay, seconded by Backes. No discussion. Voice vote: ayes unanimous, nays none, motion carried.
