May 20, 2024 Minutes

Notice is hereby given that the City Council of Spillville, Iowa held the regular meeting of the Spillville City Council Monday, May 20, 2024 at 6:00 p.m. at the Spillville City Hall.  Mayor Wermers called the meeting to order with the following councilmen present Backes, Kelsay, Taylor, Schmitt, and Straube.

Consent Agenda:  Motion by Backes, seconded by Taylor to approve items as follows:  Approval of Claims.  Roll call vote: Ayes, unanimous. Nays, none. Motion carried.

Permit Applications:

  • Building Permit – Gabe Klimesh submitted a building permit for Solar Panels. Covenant was reviewed. Motion by Straube, seconded by Kelsay to approve.  Roll call vote: Ayes, unanimous. Nays, none.  Motion carried.
  • Fireworks Permit – South Winn Area Community Group (Dakota Hageman) submitted an application for fireworks for Spillville’s July 6th Celebration scheduled for 9:30 p.m. with rain dates scheduled for July 7th or July 8, 2024. Motion by Straube, seconded by Backes to approve.  Roll call vote: Ayes, unanimous. Nays, none.  Motion carried.

Matt Frana: Winneshiek County Soil & Water Conservation District representatives Matt Frana along with Becky Ortman were present and representatives from the Iowa Geological Survey to discuss the Geologic and Hydrologic Assessment of Spillville Well #2 improvements to enable the evaluation of potential contaminate sources and pathways to affect the well. A motion was made to support Matt Frana in moving forward with the project by Schmitt and seconded by Straube.  Roll call vote: Ayes, unanimous. Nays, none.  Motion carried.

Water Project:

  • Amendment #2 to Proposal for Professional Services was read. Motion to approve by Straube, seconded by Backes.  Roll call vote: Ayes, unanimous. Nays, none.  Motion carried; amendment signed.
  • Resolution 24-5-2 to approve contracts and performance and/or payment bonds for the Water System Improvements 2024 project (Contracts A & B) motioned by Straube, seconded by Kelsay. Roll call vote: Ayes, unanimous. Nays, none.  Motion carried.
  • Resolution 25-5-3 to fix June 17, 2024 at 6:00 p.m. at the City Hall for a Public Hearing on the Proposal to enter into a Water Revenue Loan and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed $1,742,000 motioned by Straube, seconded by Taylor. Roll call vote: Ayes, unanimous. Nays, none. Motion carried.

2024 Mayor Committee Appointments: Appointments were discussed and made.

Spillville Fireworks on July 6th: Updates were discussed.

Mark Kuhn / Mark Balik:  The Inwood is going forward with internet connection; discussion was held to include Riverside Park with this connection and have the cost be split between the Inwood and the City.  Motion to approve by Kelsay, seconded by Taylor.  Roll call vote: Ayes, unanimous.  Nays, none.  Motion carried.

Budget 2023-2024 Amendment Public Hearing:  A motion to open the Public Hearing to Amend the Adopted 2023-2024 Fiscal Year Budget of the City of Spillville at 7:05 p.m. by Kelsay, seconded by Schmitt.  No comments by the public were made.  Motion was made by Straube, seconded by Backes to close the meeting at 7:06 p.m.  Roll call votes:  Ayes, unanimous.  Nays, none. Motion carried.  Motion was made to approve Resolution 24-5-1 Amending the Adopted 2023-2024 Fiscal Year Budget of the City of Spillville by Kelsay, seconded by Schmitt.  Roll call votes:  Ayes, unanimous. Nays, none. Motion carried; resolution approved.

Traffic Signing:  Discussion was held concerning the addition of a speed limit sign.  Decision was made to leave as is at this time.

Swim Bus:  Discussion was held, there will be no swim bus this year in Spillville.

City Council Meeting Date/Time Change:  Discussion was held, meeting date will continue on the 3rd Monday of the Month.

Street Project:  Mayor Wermers gave a short update from Mark Ruden.

Annexation:  No update.

Bily Clocks: Report was emailed out before the meeting.
