Snow Removal Discussion

All vehicles must be removed from city streets after any snowfall of 1 inch or more to allow for snow removal.

Council Meeting Date Change

Discussion was held regarding moving council meetings to the second Tuesday of each month.

Vacation Extension – Larry “Fred” Phillips

Water Project Update

Marc Ruden reported that the water tower is up and running and the water project is complete. A meeting is scheduled for Tuesday, December 16 to finalize the project and financials.

Down Deposit – Resident

Discussion held on the use of the down deposit on her account.
Motion by Kelsay, seconded by Schmitt to apply the existing down deposit to utilities owed, with a new deposit required to be placed on the account.

Date: Tuesday, September 23, 2025  Time: 6:00 PM

Location: Spillville City Hall

Call to Order: Mayor Wermers called the special council meeting to order at 6:00 PM.

Roll Call: Present: Council Members Kelsay, Straube, Backes, Schmitt, and Taylor.  Also, present were Marc Ruden from Origin Design and William Miller from Dorsey & Whitney LLP through zoom.

Consent Agenda: Motion by Schmitt, seconded by Straube to approve the consent agenda.

Voice vote: Ayes – unanimous. Nayes – none.  Motion carried.

The Council will utilize William Miller from Dorsey & Whitney LLP as its legal counsel for the closed session discussion.

  • Motion to recess and reconvene in closed session pursuant to Iowa Code section 21.5(1)c to discuss strategy with counsel in matters that are presently in litigation or where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Motion by Kelsay, second by Reed
