September 5, 2023 Minutes

The Spillville City Council held the regular meeting at the Spillville City Hall at 6:00 PM. on Tuesday, September 5, 2023.  Mayor Straube called the meeting to order with the following councilmen present Backes, Kelsay, Taylor, Schmitt and Wermers. Absent, none.

 

Motion by Schmitt, second by Backes to approve items on the consent agenda as follows.

  1. Approval of minutes of previous meetings
  2. Claims
  3. Finance Reports

Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.

Received the Clocks report.

Received a street project update.

Water Project – Tabled

 Discussed changing parking on all side streets to one side only, no semis/ large trucks parked on streets and limiting parking of trailers, campers etc. on streets to 24 hours and how to enforce these ordinances.

The city clerk position has been posted and ads put in the local papers. Applications are available at the city office, the library and on the city website at spillville.org. Applications are being accepted until September 30th.

We are in the process of getting signatures for the property annexation east of town.

Council did not have any interest in promoting a particular service line program.

Motion by Schmitt, second by Wermers to adopt Resolution 23-9-1 naming city depositories. Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.

Motion by Kelsay, second by Taylor to adopt Resolution 23-9-2 setting bulk water rates to $20 per thousand gallons. Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.

Motion by Backes, second by Taylor to adopt Resolution 23-9-3 authorizing payment of monthly obligations using automatic payments and electronic payments when available. Roll call vote: Ayes, unanimous. Nays, none. Motion Carried.

There will be no seasonal camping at this time but may be looked into at a later date.

Floodplain Ordinance – Tabled

Received the City maintenance report.

Received a committee report from Taylor for SW Park and Rec.

 

Motion by Backes, second by Schmitt to adjourn. Roll call vote: unanimous. Motion Carried.
